The order is fixed, not guesswork
Your rules apply in the order you created them, and ties never break at random. When several rules would move the same bid, the changes combine into one change, held inside your limits.
How it works in each mode
In Autopilot
Autopilot manages bids with the engine, not with rules you write. A rule you scope to a campaign Autopilot or Copilot is managing is saved and benched there, and resumes the moment that campaign is released back to you.

This is the Pilot cockpit. Every rule is one you wrote: your conditions, your actions, running on your schedule — as often as every hour, or on the day and time you pick. Copilot and Autopilot never create a rule you can see or edit.
